如果海關是看通關日，誰管你何時下單購買？
還是海關跟郵局一樣？依申請文件上的戳章為憑？
法律更新前都會公告至少一個月，通常不溯及既往。
也就是說早在一個月前就知道會面臨這種事情，為何就是要撐到最後一天才要下單？

What the truth is is always there. Every one just needs to google it with key word if the story is interesting you.
