The US rules flag any chip with a memory bandwidth of 1,400 GB/s or more,
I/O bandwidth of 1,100 GB/s or more,
or a combination above 1,700 GB/s.
If the RTX 5090 D exceeds any of those,
it might still be subject to export controls despite its AI limitations.
