根據了解, 拿了海外"公民"才需要註銷, 永久居民或你說的什麼額卡類都不算.
海外定居更不算.
當然, 你說有沒有誠實告知公民或會不會查公民, 這個我無法保證你, 只是指出錯誤的資訊.
海外定居的定義容易, 只要不在對岸住滿183天就算, 這點台灣也一樣的.
稅制上應該就會區分了, 而這個絕對都有紀錄可查, 因為是查"有沒有在國內居住多久."
不會去在乎你在海外的哪裡那些地方分別住了多久.
希望這有澄清你的疑問, 而這也是我近兩年做功課才了解的.

其實這方面水管上就有很多西台灣人自己在討論了，從只辦件要長期出國就被銷戶到入外國籍還繼續有身分證在走跳的有，很魔幻的。
